The Directive applies to vessels, piping, safety accessories and pressure accessories, including elements attached to pressurised parts such as flanges (Article 2(1)); fasteners are not listed as a type of pressure equipment in that definition. Materials for pressurised parts must have appropriate properties for all reasonably foreseeable operating and test conditions, be sufficiently ductile and tough, and be sufficiently chemically resistant to the contained fluid (Annex I 4.1).

The pressure equipment manufacturer documents material compliance by using materials that comply with harmonised standards, materials covered by a European approval for materials (Article 15), or a particular material appraisal (Annex I 4.2(b)). Many different industries, including aerospace, automotive, oil and gas, utilize Hex Head Cap Screws in their most critical applications. Documentation from the material manufacturer affirming compliance with the specification is required for all materials; for the main pressure-bearing parts of category II, III and IV equipment it must be a certificate of specific product control (Annex I 4.3), which EN 10204 equates with an inspection document based on specific inspection (type 3.1 or 3.2). Where the material manufacturer has a quality-assurance system certified by a competent body established within the Union with a specific assessment for materials, its certificates are presumed to certify conformity (Annex I 4.3). Equipment is classified in categories I to IV (Article 13, Annex II), the conformity assessment module is chosen by the equipment manufacturer for that category (Article 14), and the CE marking is affixed to each item of pressure equipment or assembly, or its dataplate (Article 19).
